Urban planning instruments (UPI) often reveal a systemic disintegration at multiple levels: horizontal - they are bound to administrative divisions that no longer reflect the urban settlement -; vertical - plans overlap at different administration levels, making analysis difficult -; sectoral - they often ignore law and regulations that do not relate exclusively to urban planning -.The present research plan suggests that developing a tool for comprehensive 3D visualization and analysis of the combined effects of urban law, will simulate this necessary integration, and allow improved control over UPI's outcomes.The research plan proposes to verify this hypothesis for a neighborhood in Tokyo. By using plot data from GIS and public-available standard-formats, and by implementing applicable urban law and corresponding mathematical models, we propose to make a tool to allow 3D visualization of buildable volumes based on existing regulations, and to test and measure alternative conditions and their effects on urban form, namely: plot recombination and different tax policy.The comprehensive analysis of disintegrated regulations shall simulate vertical and sectoral integration. The use of standard formats and generic programming shall allow for eventual future extension and application to other urban areas - on that horizon, also integrating horizontally.The algorithm resulting from the proposed research may become a valuable tool for urban planning institutions. By visually testing legal interactions, the algorithm may allow improved control over their spatial effects, and contribute to the coordinated development of UPIs, and policies with effects on urban space and its design.
