Impacts of complementarity between safety and private/public good consumption

We explore the properties of public good provision under the complementarity between safety and private/public good consumption. The presence of the mobile worker generates fiscal externality, making the equilibrium inefficient. We show that the complementarity between safety and private good consumption plays a crucial role in determining the direction of inefficiency whereas the complementarity between safety and public good does not. We then use the housing rent data to examine empirically whether we observe the complementarity between safety and private/public good consumption in Tokyo. The rich information about housing characteristics and location in the dataset enables us to identify how the housing rents reflect the interaction between safety and private good consumption, in addition to the interaction between safety and public good consumption.
