Sustainable management for vacant houses and housing market: optimal vacancy rate and possible land use conversions

Vacancy is one critical element for the basic function of the housing market (Moon W.L., 2008). However, an excess of vacant houses including surplus houses from renting or selling market, deserted houses, etc. would prove problematic for sustainability. An excess of vacant houses would gradually accumulate in amount and degrade in quality to impose significant externalities to form a vicious cycle to deteriorate the neighborhood economically by causing inefficiency in allocation of resources and disinvestment in the neighbor, socially by reducing the local life quality and equality, and environmentally by causing potentially dangers, degrading the street view and causing poor maintenance in the neighborhood (Stephan W. & Thomas J.F.IV, 2012).In Japan, the vacancy ratio for residential housing has been increasing since 1958 and the residential housing and land survey shows that the national vacancy ratio for residential housing is 13.5% due to the imbalance in demand and supply, housing policy and other reasons. The amount of the vacant houses has generated a lot of problems in environment, the life quality and local vitality in Japan. In the expected future, with the shrinking population, the housing vacancy will be even higher. Housing vacancy brings a great challenge for sustainable development of Japan.The objective of the research is to analyze the necessary number of vacant houses and possible conversions for vacant houses from a holistic perspective in order to be able to provide policy recommendations for sustainable management of vacant houses and of the housing market as well.
