Empirical analysis and simulation of family gathering during the 2011 Tohoku tsunami evacuation

災害時における避難は被害を最小限に抑える手段として欠かすことの出来ない災害対策であり、その避難行動のモデリングは避難計画を策定する上で有効な方策とされている。しかしながら、従来の避難モデリングは発災時点での家族の集合や個人毎の避難等を想定しており、発災後に家族等と集合し避難するという行動はあまり研究されていない。2011年東日本大震災時の避難においては、そのような家族集合の行動が少なくなかったと報告されている。本研究は、国土交通省による東日本大震災の「津波からの避難実態調査」データを元に、そのような家族集合の避難行動について仮説を元に統計的に有意な行動の分析を行う。また、その分析結果をシュミレーションするための方策の検討、及び名取市を対象にしたケーススタディを行う。
Evacuation have been considered worldwide as a protective actin against natural hazards and modelling evacuation is an effective way to investigate what can be done to enhance evacuation planning. The evacuation modelling, however, tends to assume that people being together with family members before evacuation begins and evacuate as a household, or evacuate individually, leaving out a case where some people gather with family members during evacuation. Those behaviours during the 2011 Tohoku tsunami evacuation have been reported by several researchers. Using empirical data from the same event, this study attempts to identify those behaviours by performing statistical testing on the data. Moreover, a simulation methodology to incorporate behaviours identified as statistically significant will be studied, leading to a case study of simulation in Natori city, Miyagi prefecture.
